The Government Of Canada Held Three Express Entry Draws 

On July 16, 2024, Immigration, Refugees and Citizenship Canada (IRCC) held its fourth Express Entry draw of the year, targeting Provincial Nominee Program (PNP) candidates, issuing 1,391 Invitations to Apply (ITA) with a cut-off score of 670 points. The following day, July 17, 2024, IRCC conducted another draw for Canadian Experience Class (CEC) candidates, issuing 6,300 ITAs with a cut-off score of 515 points. On July 18, 2024, IRCC held a draw for French language proficiency candidates, issuing 1,800 ITAs with a cut-off score of 400 points. In total, Canada has issued 62,615 ITAs this year through 27 Express Entry draws.

More And More Indian Nationals Choose Canada Over The US 

The influx of Indian immigrants to Canada has surged dramatically, marking a 326% rise over the past decade, according to a recent report by the National Foundation for American Policy (NFAP). This significant increase, from 32,828 in 2013 to 139,715 in 2023, highlights Canada’s growing appeal to highly skilled foreign nationals, particularly international students from India. In contrast, the United States has seen a decline in international student enrolment by 5.6% from 2016 to 2019, while Canadian universities experienced a 51.6% rise during the same period. The ease of obtaining temporary and permanent residency in Canada, as opposed to the stringent H-1B visa process in the US, is a major factor driving this trend. 

Furthermore, the report emphasizes that while Canada offers swift processing for most high-skilled temporary visas, the H-1B visa lottery in the US rejects the majority of applicants, forcing many to return home after their studies. Conversely, Canada allows skilled graduates to gain permanent residency and citizenship within a few years. The restrictive immigration policies under the Trump administration, including the potential elimination of Optional Practical Training for students, have deterred many from pursuing academic and professional opportunities in the US. This shift has also been mirrored in the broader international student community. Canadian universities saw a 544% increase in international student enrolment between 2000 and 2021, driven by their more accommodating immigration framework.

Ontario Invited New Skilled Candidates Via The OINP 

On July 16, 2024, Ontario conducted draws under its Employer Job Offer Streams, inviting candidates in the Foreign Worker, International Student, and In-Demand Skills Streams. Five invitations were issued to Economic Mobility Pathways Project candidates, 839 to priority occupations with a minimum score of 77, 424 in a targeted draw for health occupations who scored 81 and above in the International Student Stream, and 265 in the In-Demand Skills Stream with a score of at least 35. On July 18, 2024, another draw under the Human Capital Priorities Stream issued 1,240 invitations to healthcare professionals with CRS scores between 425 and 444. Overall, Ontario issued 32,325 invitations across all streams in 2024.

Federal Government’s New Immigration Strategy Sparks Debate

During a visit to Calgary, Miller emphasized the need for provincial investment in education to offset the lost revenue from international students who are now subject to stricter immigration caps. This policy aims to reduce pressure on housing and infrastructure, ensuring a higher quality of life for all residents. Miller stressed the importance of attracting diverse, talented individuals while acknowledging that Canada is not an inexpensive place to live. He highlighted that citizenship is a privilege, not a right, and the influx of immigrants must be managed to maintain the nation’s standards of health care, education, and infrastructure. 

Miller’s remarks came after a citizenship ceremony at the Stampede, where 25 new citizens were welcomed. The federal government plans to cap student permits to alleviate the strain on housing and other infrastructure, though Alberta will receive a higher share of these permits. This new approach is necessary to manage the historic volume of immigrants entering Canada, particularly international students. However, some argue that underfunding in affordable housing and post-secondary institutions has exacerbated the issue, and more provincial investment is needed to create a sustainable education system. 

Study Reveals Newcomers Eyeing Relocation Due To Housing Costs 

A recent survey by the Angus Reid Institute reveals that an increasing number of newcomers are considering relocating to another province or out of Canada due to high housing costs. The survey shows that nearly 40% of newcomers in the last decade are contemplating a move. The soaring cost of housing drives this trend despite a slight year-over-year decrease in home prices. The average rent, however, has surged by over 17%, making it challenging for many to find affordable housing, particularly in major cities like Vancouver and Toronto.

The data indicates that Ontario and British Columbia residents, especially newcomers, are the most likely to consider moving abroad. Nationally, 42% of respondents would contemplate relocating to another country, with the US and other destinations being top choices. Alberta and Atlantic Canada have emerged as popular relocation spots for those who stay within Canada. The study also highlights that quality of life and healthcare significantly influence the decision to move. The ongoing housing crisis prompts concerns about Canada’s ability to maintain its reputation as a welcoming destination for newcomers.

British Columbia Made Announcements About Invitation Draws, Processing Times, And Student Safety 

The Government of British Columbia recently issued invitations to up to 72 candidates under the British Columbia Provincial Nominee Program (BCPNP). These invitations target tech, healthcare, childcare, construction, and veterinary care professionals. In the tech sector, 34 candidates were invited, while nine early childhood educators received invitations with a minimum score of 94 points. The healthcare sector saw 14 invitations, and 10 candidates from the construction sector were selected. Additionally, up to five candidates in veterinary care occupations were invited. This brings the total number of candidates invited in 2024 to 3,754. 

On July 15, 2024, British Columbia announced changes to the processing times for Skills Immigration applications within the BCPNP. Due to increased applications and fewer federal nominations, applicants submitting after May 2024 will face longer processing times. This delay is expected to last until early 2025, after which processing times should return to about three months for 80% of applications. Despite these extended times, the province will continue issuing invitations to apply and accepting new applications. Additionally, British Columbia unveiled phase two of its International Education Framework, enhancing safety and support measures for international students. These changes aim to ensure quality education and a positive experience for international students in the province.

IRCC’s Plan To Attract More Global Talent 

IRCC has made notable strides in advancing its Skills Missions, a pivotal component of the Strategic Immigration Review unveiled in October 2023. These missions are designed to draw high-skilled newcomers to Canada, bolstering the nation’s labour force and economic stability. IRCC staff and stakeholders, such as businesses and provincial officials, are set to embark on international trips to identify and attract potential talent pools. Significant progress has been reported in creating a work plan, mapping provincial and federal services, and engaging in preliminary discussions with key stakeholders. 

IRCC’s Skills Missions aims to simplify the immigration process for employers, addressing concerns raised during the Strategic Immigration Review about the complexities of hiring newcomers. Some provinces have implemented these missions through their PNPs. The missions will target countries based on the type of occupations needed, focusing on areas with training like Canada’s to expedite newcomers’ eligibility to work. Additionally, these missions will support IRCC’s goals to diversify the source countries for newcomers and increase the number of French-speaking immigrants outside Quebec, which aligns with the Official Languages Act.
